Are there any good options for increasing the speed of my internet
connection and still keep XMission as my ISP? I've currently got Century
Link 7Mbit DSL, but lately it degrades to 3-5 Mbit for days at a time,
for no apparent reason. And even when it's not degraded, I'm wishing for
more speed.

It looks like Century Link's faster DSL options require them to be the
ISP, and I imagine it's the same for cable. Bountiful doesn't have
fiber, and moving to Centerville or Kansas City isn't really an option.

I can't be the only one in this boat. Are there any good options?

Not currently and I feel your pain (3Mb at home). You may want to poke
around the city council in Bountiful and see what they think about
public/private partnerships on fiber. Based on what I know about
Bountiful politics, they'll probably not go for the municipal model, but
things are cooking here so maybe Bountiful can be on the list.
